The cause of these wilted and black shoots on trees is Fire blight, a bacterium that causes vascular wilt in many varieties of trees including apples, pears, ornamental pears such as Bradford pears and some members of the Rosaceae family. The symptoms of fire blight can be noticed very easily by the leaves that progressively turn brown and black leaving the appearance as if it has been scorched by fire.
