The Mount Pleasant City Council met for a special meeting on February 21 to discuss a longstanding agreement with Northeast Texas Community College, infrastructure improvements, and zoning issues.
City leaders discussed approving Ordinance 2023-1 amending sections 52.00 Title V of Chapter 52 of the Code of Ordinances to increase utility charges; add section 52.09 TRI Sud water charges repealing all conflicting Ordinances. The council approved this ordinance.
The council then discussed authorization to renew the Memorandum of Agreement between Northeast Texas Community College and the City of Mount Pleasant. This is the same Memorandum that they have been using for 20 years. The college partners with the fire department to do the fire academy out at the college and this is a fee the college has to pay so they can use the fire department’s equipment. The council approved the authorization to renew the Memorandum of agreement between NTCC and the City of Mount Pleasant.
Bringing to a close a much needed infrastructure upgrade, city leaders then considered approval of the final pay request from WM Miller for work on the 24 inch Waterline Replacement from the I-30 Water plant to Edwards Water Tower. The final pay estimate was recommended for 204,317.97 dollars. The completed project amount came in at $1,368,706.63, approximately $3,500 under budget. The council approved this final pay request.
The council then considered approval of a Facilities Agreement for Deer Park Estates, Phase One. This is a request for a temporary waiver to the City Sanitary/Sewer Facilities. What these facilities facilitate is to allow for onsite sanitary/sewer temporary facilities for the 11 lots till the city’s facilities are run to the area. The council approved this facilities agreement for Deer Park Estates.
Council then discussed to consider a request from Robert Jase Merritt for the approval of a Final Plat for a 35.19-acre tract or parcel of land situated in the Joseph J. Dew Survey, Abstract No. 156, Titus County, Texas and being all of that certain called 16.60-acre tract of land, Tract 1, and all of a called 18.59-acre of land, Tract 2, conveyed from PBH & JBW Investments, LLC to Robert Jase Merritt and Marissa Danielle Merritt, but General Warranty Deed as recorded in File No. 20224134, Public Records Titus County, Texas and is generally located at the southwest corner of the intersection of County Road 1400 and Farm Road 2152, City of Mount Pleasant. There are six lots that were carved out of the 35 acres that Merritt has provided. This has gone to the Commissioner’s Court for approval since it is in the ETJ and it is part of the County. They did approve this plat and have signatures as well. There is no provision for City Water or City Service they do comply with their subdivision ordinances for this plat within ETJ. The request was approved by the council.
